Background

Kathleen Lipscomb, a healthcare advocacy consultant, is the owner of KL Services, LLC. Her experience in healthcare management, in diverse patient care settings, enables her to successfully assist clients through the often confusing medical care process.

Kathy understands the healthcare system from the provider and patient perspective.  She has personal experience with Medicare, Medicaid, and private insurance audits and negotiations.  She can successfully interpret the technical terminology and confusing paperwork associated with patient care so that it is understandable to patients and their families.

Kathy began her health care career in an academic orthopedic surgery medical practice affiliated with Northwestern Medical School and Northwestern Memorial Hospital.  She worked eight years in the Pharmacy Department at Rush University Medical Center. Serving as Assistant Director, Administrative Services, Kathy was responsible for all patient billing and insurance audits of the Pharmacy Department for the 1100 bed facility.

Kathy spent 14 years managing a Medicare certified home health agency; 5 years as CEO. The agency provided skilled medical services to patients in 6 counties in northeastern Illinois, with offices in Cook and Will Counties.  Kathy routinely interacted with Medicare, Medicaid, and private insurance companies regarding coverage and billing issues for the primarily geriatric patient population.

Kathy served seven years on the Board of Directors of the Illinois Home Care Council: representing the Free-Standing home health agencies, serving as Chairman of the Task Force on Fraud and Abuse, the Legislative Affairs Committee, and the Medicaid Task Force.

Kathy has served as a spokesperson, both corporately and as a representative of the home health industry, to federal and state legislators and consumers regarding patient medical services coverage and reimbursement issues.

Kathy has also been responsible for benefit coordination programs at the corporate level for several companies: negotiating employee medical benefit plans, coordinating workman’s compensation claims and disability programs.

Kathy has an undergraduate degree in education from Northwestern University and an MBA from DePaul University. Kathy is a member of  APHA: the Alliance of Professional Health Advocates
